Regulations we cite

Every guide in our NCEC library is written from these 35 texts. Here is what each one covers, the short form we use for it, and how to read a reference. The Royal Commission regulations are listed in the Royal Commission library.

How to read a reference

A reference names the text first, then the place in it. Some articles are divided into parts called First, Second and Third. The Arabic texts write them أولاً، ثانياً، ثالثاً (meaning first, second, third). A year followed by H is a Hijri (Islamic calendar) year, so 1446H ran from July 2024 to June 2025.

Art. 7(4)(b)
Article 7, paragraph 4, item (b). With no regulation named, it is from the Permits regulation.
Air reg. Art. 5, Fourth (3)(c)
Air Quality regulation, Article 5, the part headed Fourth, paragraph 3, item (c).
Art. 11, Table 2 (2024), row 6
Permits regulation, the penalty table attached to Article 11, row 6, in the version re-issued in 2024.
Permit guide, section 5 (h)
NCEC permit guide LO-1-M-005, section 5, item (h).
Decision 15029124 (1446H)
Ministerial decision number 15029124, issued in the Hijri year 1446.

Decisions

Ministerial and Council of Ministers decisions, cited by number and Hijri year. Most of the 1446H decisions replaced the penalty tables of the executive regulations. A guide that relies on a decision names it in its references, for example Decision 15029124 (1446H), which amended the Permits regulation penalty table.

We read the regulations in the versions listed in each guide. Regulations change, and the official text always prevails. Spotted something out of date? Request a change. Need help with this? Talk to our team.
