Construction compliance

We keep construction sites inside their permit conditions: the management plan, the site controls, the monitoring and the records NCEC inspectors ask for.

Overview

Once the permit to establish is issued, its conditions apply on site for the whole of construction. Dust, noise, water and waste each have their own limits and controls, and NCEC inspects sites against them.

We write the construction environmental management plan (CEMP or CESMP), set up the controls with your site team, run the monitoring and report on it, and support you when NCEC inspects.

In brief, from our library

Noise limits depend on the zone around the site, from 50 dB by day and 40 dB at night in zone A up to 65 dB by day and 55 dB at night in zone D. Construction sites may exceed these limits only between 7 am and 6 pm, and only by a correction of up to 10 dB that shrinks as the activity gets longer. Work at night (8 pm to 7 am), or between 6 pm and 8 pm, must meet the plain zone limit unless NCEC issues a prior noise permit, which it decides within 5 working days of a complete application (extendable by 5) after fees are paid. Breaching the permitted times and limits is fined 5,000 to 10,000 riyals for each exceedance notice.Executive Regulation for Noise (Environmental Law, Royal Decree M/165)

When you need it

  • Your site raises dust. Sites must cover or wet volatile materials, use dust-proof transport and stabilise haul routes, and failing the dust controls carries a fixed 50,000 riyal fine.Air reg. Table 3 (2024), item 36
  • You plan to work at night. From 8 pm to 7 am a site must meet the night limit of its zone unless NCEC issues a prior noise permit.Noise reg. Art. 7(1)
  • You need to pump out groundwater. Discharging it to the sea, land or surface water needs an NCEC permit.Aqueous reg.
  • Trees or shrubs must be cleared. On vegetation cover lands and in protected areas, this needs a prior licence or permit.Logging reg. Art. 1 and Art. 5(1)

What we deliver

  • CEMP or CESMPWritten around your permit conditions and your programme.
  • Site controlsDust, noise, water and waste measures agreed with your site team.
  • MonitoringDust, PM10, noise and water monitoring by our field teams.
  • Compliance reportingPeriodic reports in the format your permit asks for.
  • Permits during constructionNoise, dewatering and tree-clearing applications.
  • Inspection supportPreparation for NCEC visits and responses to any findings.

How we work

  1. Read the permit

We turn every permit condition into a task, an owner and a record.

  2. Set up the site

Controls, monitoring points and reporting are in place before the main works start.

  3. Monitor and report

Our teams measure on the schedule your permit sets and report the results.

  4. Handle inspections

We prepare the records and answer NCEC’s findings with you.
