Royal Commission fines

28 penalty ranges from Table 3.1 of RCER-2025 Volume III, grouped by the Volume I section the clause sits in.

Table 3.1 gives a range for each clause of Volume I. The amount within the range depends on:

  • The violation class the Royal Commission decides, from Class 1 (minor) to Class 6 (catastrophic).RCER-2025 Vol. III, 3 and 3.1.1, page 3
  • Repeats within two years, which can raise the fine by a factor of 1.1 to the power (n − 1), where n is the number of incidents.RCER-2025 Vol. III, 3.1.2, page 3
  • Self-reporting and cooperating, which multiplies the total by 0.75. Total fines may not exceed the maximum in MEWA’s environmental law.RCER-2025 Vol. III, 3.2 and 3.3, page 4
  • Remedial costs, which are paid on top. Refusing to pay may lead to revocation of the EPO.RCER-2025 Vol. III, 3.4 and 3.5, page 4

Table 3.1 gives no currency. Volume III’s penalty notice form states fines in Saudi riyals (SR).RCER-2025 Vol. III, Appendix D, Penalty Notice of Non-Compliance, page 16 For how a fine is worked out and what to do when a notice arrives, read how the Royal Commission calculates a fine. NCEC fines are in the NCEC library.
